Gail Quets, M.Phil.

Gail Quets, M.Phil., Research Project Manager, came to the Center for Home Care Policy and Research in December 2004. Ms. Quets has wide-ranging experience in the fields of applied social research and evaluation. Most recently, she was Director of Research at the Jewish Outreach Institute, where she focused on community outreach and adult education. She also served as Assistant Director of Research and Policy Development at the New York City Housing Authority and Research Associate at the Manpower Demonstration Research Corporation (MDRC), where she specialized in the implementation and evaluation of welfare-to-work initiatives in the U.S. and Canada. Ms. Quets has taught Sociology at the Borough of Manhattan Community College, Columbia College, and Queens College.

Ms. Quets graduated from the State University of New York at Binghamton with a B.A. in Sociology. She also earned two advanced degrees in Sociology at Columbia University, where she was a Paul F. Lazarsfeld Fellow.
