Percival Blenman, Database Programmer, joined the Center for Home Care Policy and Research in August 2004. Mr. Blenman has an extensive background in software design, database programming, report writing and web development. Prior to joining the center, he designed electronic billing and cash-management software solutions for a major information management company.
