The Home Care Research Initiative: Concept Papers on Home Care Policy and Practice was an initiative to commission and disseminate a series of papers intended to reexamine the underlying premises of home and community-based services (HCBS) and introduce new perspectives to the field of long-term care (LTC).

 



The objectives of the commissioned papers were to:
  1. reconsider the fundamental goals of HCBS and their place in the spectrum of LTC;
  2. reexamine the principles and premises underlying current policies, practices, and service arrangements;
  3. critically review the experience of current policies, practices, and service arrangements;
  4. propose alternative concepts and paradigms to guide research and policy into the next century.

There were two rounds of paper solicitations.


First Phase of Commissioned Papers

The first call for abstracts went out in May 1996; nine papers were commissioned that would advance the conceptual underpinnings of three main issues in home and community-based services:

System Goals
Public/Private Responsibilities
Efficiency



Second Phase of Commissioned Papers

A second call for abstracts went out in July 1999, and thirteen papers were commissioned as a result. They focused on the following areas:

Overview of State Long-Term Care Reform Strategies
Assessment, Targeting, and Risk Adjustment
The Changing Role of Community-Based Long-Term Care
Effective Coordination Between Medical and Supportive Services
Financing/Benefit Options
